Detect Manually Installed Software (in companies)

One problem in companies is that users install applications manually (if they have the privileges to do so).
So for administrators it would be very interesting to know what applications were installed manually and what clients (users) have installed these apps.So when you Gather installed software in the company (https://vulndetect.com/topic/112/gather-installed-software-in-the-company) then you have a complete list of all applications in the company.
The administrator should select what applications are allowed (he is doing this once) and all applications that are left are manually installed.
Then he can check what installations are OK (like programming tools, assistive tools) and mark these applications as "OK".
At the end he can see a list of applications that are installed manually and that should be further investigated.Maybe the administrator gets an automatic notification, wen a new application is found that is not on the white list.
