[Added] cygwin / cygwin1.dll - App-Request

cygwin1.dll is a dll from the cygwin package. It is sometimes used in other packages. So this i a little bit complicated.

The Installer/Updater software ( setup-x86_64.exe, setup-x86.exe) can be downloaded here

to start cygwin shell from windows the following program is used:
